This is a theme in lib. sciencs as practical science. In this paper I investigate, not “idea”, but “conditions” under which each administrative organization must finisn its purposes in each historical and social circumstances. At first, the univ. lib. is considered concretely as cooperative system; then we search the “organization” which is patterns of cooperative activities, functional and structural. And it implies 2 relationships, which are “formal org. vs. informal org.” and “adm. org. vs. operative. org.”. So we find the “significance of the adm. org.” that is the support of the formal org. In next paragraph, we treat the “objectives and functions of the adm. org. of the univ. lib.”, which is concluded from the “objectives of the univ.” and the “functions of the lib.”; that is, “dynamic and static bibliographic services for subject & descriptive approaches to lib. materials by faculties & student, etc.” In 3rd paragraph, the “structure of the adm. org. of the univ. lib.” is treated, and above all, the departmental adm. org. is criticized; and some typical org. schemes are pursued in dynamic relationships. Finally, though the adm. org. of each univ. lib. is conditioned by each univ. tradition, physical ecquipments, and lib. staffs etc.; anyone could not have a disregard for the leadership of the adm. or executive group.
