Abstract
The purpose of this paper is to discuss the background, current situation, and problems of the Okinawa Floricultural Cooperative Association, which supplies chrysanthemum seedlings from a subsidiary in Indonesia to its members. In addition, we consider some important issues that arise when producer organizations work on overseas activity of seedling production. Weather disasters such as typhoons and droughts are inevitable in Okinawa, which is therefore not suitable for stable seedling production. Therefore, the Okinawa Floricultural Cooperative Association established P.T. Transplants Indonesia in 1996 as a subsidiary in West Java, Indonesia, which is blessed with good weather conditions and capable of year-round production at low cost. Subsidiaries produce seedlings according to the production plan laid out by the agricultural cooperative, using excellent varieties selected by the Okinawa Floricultural Cooperative Association as the mother stock. The seedlings are transported by air in a planned and stable manner and supplied to members through the agricultural cooperative. As a result, members of the agricultural cooperative can stably obtain inexpensive seedlings.
