In light of the deterioration of the global food supply and demand situation and the souring prices for agricultural production materials, the aim of ongoing revision of the Basic Act on Food, Agriculture and Rural Areas should be to come up with drastic policies to strengthen domestic food production and increase the food self-sufficiency rate. However, this is not the case. In this revision, the importance of the food self-sufficiency rate is “downgraded,” making it clearer than ever that a decline in the self-sufficiency rate will be tolerated. In order to avoid a collapse of Japan’s food security, it is necessary to establish legislation that will break through the agricultural budget constraint problem with flexible fiscal spending to promote domestic agricultural production.
