The purpose of this survey study is to identify the factors that enabled a local high school in a rural Hilly and Mountainous area to avoid closure through the efforts of local residents, using Toyosaka-cho, Higashi-Hiroshima City, Hiroshima Prefecture, and Kamokita High School as a case study. This survey focused on understanding the high school survival activities of local residents and the thoughts of local residents, high school teachers, and students regarding the survival of the high school. The following four factors were suggested as contributing to the survival of the high schools: (1) the existence of a strong will of local residents for the survival of the high school, (2) the cooperation of teachers in the high school survival activities of local residents, (3) the involvement of diverse actors in the high school survival activities, and (4) the strategic implementation of the high school survival activities.
