Since 1980's Komaki et al. reported the improvement of the intestinal flora by the cell components of lactic acid bacteria and yeast. It was experimentally verified by the promotion of the smooth growth of rats, the swimming power of mice, the inhibition of the multiplication of cancer cells in rats, the inhibition of the increase of cholesterol in rabbit serum and the promotion of the improvement of the liver function of rabbits, injured by TCC. On the other hand, Takao et al. have recently advocated the quantized water hypothesis in order to explain theoretically a lot of biological and non-biological transmutation of elements at normal temperature and pressure. In this paper, by using usual distilled water and a few so-called functional waters, the effect of degree of activation of water is examined upon the promotion of the growth of lactic acid and bacteria. In result, it is found that the functional water makes it in promotion and the experimental results can be well explained by the quantized water hypothesis, which is composed of three stages of water, namely the quantized water, the atomic water and the molecular water in the water dipole field and the electromagnetic field in the quantum field. Then the quantized water hypothesis leads one to a fundamental understanding on the quantum energy of enzyme-like catalytic action which is closely related to the biological transmutation of elements thinly occurred by way of atomric radicals activated by neutrinos and photons.
