Abstract
This study identifies the actual condition and issues of resource circulation system. The research site was the “Rainbow Plan”, which promotes the composting of kitchen garbage in Nagai-city, Yamagata Prefecture. Through the use of survey-based interviews, the following things were clarified; 1) This system can be classified into 9 sections. 2) This system consists of the participation of 25 subjects such as residents, farmers, a NPO, etc. 3) Certain management structures pose challenges for a sustainable activity.
