Abstract
Obviously, the quality of public body of water has been improved. However, it is mainly due to the abatement of environment load from point source pollution. The next challenge is how to reduce the environment load from non-point source pollution, especially from agriculture. The purpose of this paper is to suggest the way of the new environment conservation, “Voluntary Agreement”, for non-point source pollution. As the results, it is revealed that voluntary agreement with “threat” is very powerful tool for the abatement of environment load from non-point source pollution.
