Eco-friendly ditch improvement has been forming irrigation-based environmental stocks. In the pursuit of creative stock management, this study aimed to reveal interannual changes in maintenance systems in Kitaochi Settlement, Koura Town, Shiga Prefecture. Accordingly, maintenance systems were stratified via increasing workload, which varied according to the stock type. Fundamental factors, including 1) sustaining existing maintenance works, 2) organizing an association to tackle diverse issues, 3) incorporating existing associations, and 4) operating a grant system, were identified as essential in creative stock management.
