Recently, an advanced age and shortage of successors of farmers turned into grave issues. In this paper, the present situation and problems of small land improvement district in the hilly rural area are compared with that of large land improvement district in the suburbs mainly on the basis of questionnaire survey. The solutions for them were groped for. As the result, the following three ways are considered to be very useful for solving the problems in rural area. (1) In agricultural management, alleviation of farmer's charge by rationalization of land improvement district and sound development of agricultural management by exchange and consolidation of land. (2) In work, relief of farmer's burden for management of land improvement facilities. (3) Improvement of rural environment by rural community sewerage and etc.
