The purpose of this study is to clarify the plannning process under public involvement by the intended transfer from administrative leading to administrative support. Because the administrative leading is liable to be formalistic, while voluntary participation don't wait till the time is ripe. Ushimaki-ku in Takamori-machi was chosen for investigation. We tried to analyze the process of public involvement there. The results are : 1) The community associations take a long time to get into action ; 2) it is important to organize community association capable of continuing their activities in the long run ; 3) the administrative leading must fit for the activities of the community association.
