Abstract
Upon starting new activities for community development, it is common to learn from successful cases that have been practiced in other areas. This study deals with such as a case in Misumi Town, which referred to a preceding activity in Kaminaka Town. Through examining the activities in Misumi, it was shown that the villages-based planning process had for effects for revitalization of rural community and worked as a chance for getting force for community, which promoted willingness for community development. However, certain institutional problems such as lack experience in community-based activities, or poor administrative supports became disturbance for the village-wide spread of the planning process.
