Abstract
Making a comprehensive district plan in the K District by inhabitants have been successfully implemented by using the “Kande method” as a planning method since 1998. And it has provided the inhabitants encouragement and motivation for farmers' optimal conservation of prime agricultural land rural environment. And they are going to implement land consolidation project that takes into consideration mobilization of land for agriculture use and formation of land use order. This paper points the actual conditions of the applied examples of the “Kande method” and makes clear the issues of its applications.
