Abstract
Three years has passed since Long-term Care insurance started. Market entry of private enterprises intensified market competition in urban area, and they provide high quality service for customers. But in most part of rural area, no private enterprise entered and Long-term Care Insurance doesn' t work effectively.
This serious situation will go from bad to worse in the near future. So We need to start reform in the Long-term Insurance system. In this paper some suggestion are made to overcome these difficulties.
