“Agricultural Promotion Area” is legally zoned into two districts. The first is “Agricultural Land Use District”. The other is “Residual District” that has relatively few restrictions of farmland conversions. So, it is regarded as one of the causes of urban sprawl.
In this paper, we analyze Matsuto City's unique zoning method of regulating “Residual District”, and discuss the method of controlling rural land utilizaion under Agricultural Promotion Area Act as follows.
1. Under the existing agricultural law, it is impossible to lead a land use to an apointed district on “New Agricultural Promotion Planning”. It is still effective to regulate “Residual District” and farmland conversions one by one in spite of the above method.
2. The method of Matsuto City makes good use of the framework of Agricultural Promotion Area Act, Agricultural Land Law and City Planning Law and assists them in technological phase. But, the method can not sufficiently regulate the use of land after farmland conversions, so it will be problems that we must solve.
3. The method of Matsuto City covers function of the method of controlling rural land utilization, so the local government in a similar situation can use it.
