This research explores the relationship between environmental consciousness and proenvironmentalbehaviors and aims to clarify factors that inhibit the conduction of thesebehaviors by considering pro-environmental behaviors at both private and social levels.Data analysis of responses to a mail survey of Tokyo residents (among registered monitors)showed a general consistency between people’s environmental consciousness and their behaviors.However, the lack of knowledge and methods, and the belief in low behavior efficacywere proved to be important inhibiting factors. In addition, the demographic characteristicsof people who tends to have pro-environmental behaviors and those who do not wereanalyzed. Finally, there were proposals to promote pro-environmental behaviors among thepeople who do not have them.
