Abstract
Eda Tokuji was engaged in educational administraton as school Inspector. Then, he acted as some prefectural government officials. He started for his new assignment to Taiwan in 1911 and served as the Tainan governor from 1916 to 1921. He was estimated to be very able. Therefore in 1921, Eda was appointed as the Administrator of Kanan Irrigation Assosiation.
