Abstract
Zengwen Reservoir was constructed from 1967 to 73. Part of construction fund (about 44 million dollars) was expended by Foreign Aid of Japan. Hatta Yoichi(1886-1942), engineer of Taiwan Governor-General planned this dam but the realization of the business was late for World War II. Nippon Koei, international consulting firm of Japan undertook this work. The president of the firm is Kubota Yutaka, who have had the experience built the dam over the world. Zengwen Reservoir received the criticism but achieved much economic result.
