Tsutsui Ushitaro was an Engineer of Taiwan Governor-General Office over 20 years. Graduating from high school in Japan, he worked in the office for building the port of Keelung and Takao. From 1922 to 1930, he was a chief engineer of Chianan Irrigation System. Though he is unknown in Taiwan and Japan now, his achievement to the construction was big.
