Abstract
The authors grasped the actual condition of a canal use and examined the problem through the hearing investigation to administrator and council in 5 areas of the Canal Renaissance Project on deregulation towards canal use in the Tokyo Seaside. As a result, the authors grasped developing the original canal enterprise, although business structure and enforcement situation differs for every area. However, the authors clarified present condition that the entrepreneur was restrictive by Business enforcement based on council through the actual condition of relationship of the "administrator-council-entrepreneur" of 5 areas. And the authors clarified that construction of the management organization towards continuous business enforcement and new business entry is insufficient of the management base about entrepreneur's fund reservation and utility usage was not improved.
