Abstract

Feed-in-Tariff (FIT) is contributing to renewable energy development. FIT was reformed, with minor change in biomass area. Our main target is to evaluate reasonable FIT price which targets middle and small-scale plants. The cost calculation sheet offered by the Cost evaluation committee was revised to compute overall system efficiency, internal energy circulation rate and direct construction cost. Our Cost of Electricity model includes cost reduction by a learning effect in Operation and Maintenance (O&M). Results clarify that present FIT price is too low for middle and small-scale plants, even though cost reduction by the learning effect is included.
