Abstract
In the case of unique environmental management system in Minamishinshu, we analyzed factors by which social innovation was accepted by society. We also analyzed the process by which social innovation was created using the theoretical framework of collaborative governance. As a result, it was found that entrepreneurs and companies that motivated community contribution worked together with the local administration, thereby creating and disseminating socially acceptable innovations. However, the creation of innovations through collaborative governance seen in this case requires outstanding human resources and large amounts of time, resources and expenses, so there are some uncertainties about its continuity.
