Abstract

A survey on 471 cities that implement garbage fee for household waste in Japan was conducted. Based on the results of 250 cities, their implementation from garbage fee for household waste to present was investigated and the effects of implementation and policy changes on household waste and recycling rate were analyzed. Most of the cities have adopted the simple pay-as-you-go system and the specified disposal bag system. It was suggested that it is necessary to raise the residents' consciousness and fairness of cost burden to promote the reduction of waste in each city. It was suggested that implement garbage fee can reduce household waste and improve the recycling rate. It was suggested that changing the price per bag of garbage can reduce household waste as the fee increases.
