Abstract

This paper examines the current condition and obstacles to administrative infrastructure development and systemic arrangements that promote climate change policy in small and medium-sized municipalities. We conducted administrative materials analysis and semi-structured interview with municipal environmental policy division in Koriyama Collaborative Core Urban Area. The study’s findings indicate the following. (1) 4 out of 16 municipalities have formulated the Action Plan for Global Warming Prevention (Regional Measures), and a small number of municipalities have conducted to develop administrative infrastructure related to regional countermeasures. (2) The effectiveness of infrastructure and promotion systems for climate change mitigation policy can be compromised by factors such as natural disasters. (3) The degree of cooperation between local governments and community organizations promoting climate change policy varies depending on the size of the local government and measurement criteria.
