The purpose of this study is to understand the various legal systems surrounding welfare facilities for persons with disabilities, and to conduct a fact-finding survey on disaster response manuals created by welfare facilities for persons with disabilities in order to meet their responsibilities. As a result, when creating the disaster response manual, we confirmed the current situation in which disaster prevention specialists are not always involved and the anxieties of facility workers associated with it. In addition, regarding the evacuation routes that are required to be described in the manual, it was confirmed that the current situation is not necessarily a plan that allows people with disabilities to evacuate, such as road slopes. Furthermore, by grasping the views on designated and welfare evacuation centers from the perspective of persons with disabilities, this study found a problem with the effectiveness of the disaster response manual formulated by welfare facilities for persons with disabilities.
