Abstract

The "Act on Promoting the Utilization of Sea Areas for the Development of Marine Renewable Energy Power Generation Facilities" came into effect in 2012. As a result, offshore wind projects are promoted nationwide. However, there are no rules regarding prior coordination prior coordination with stakeholders to designation of promoting area. In order to address this issue, it is necessary for public organizations to provide opportunities of stakeholder participation and undertake prior coordination efforts in a somewhat formal manner. The purpose of this study was to examine effective prior coordination activities by organizing the Ministry of the Environment's zoning project and other efforts related to offshore wind projects, using Goto City as a case study. The features of Goto city were that the city established many meeting for various theme and started collaboration projects with stakeholders by small scale. The roles of city officials, local entrepreneurs, local researchers and local influential person in supporting these collaboration was important.
