The questions posed were “What are the characteristics of local governments and implementing organizations that implement the framework for regional revitalization through grassroots technical cooperation? In the regional revitalization framework, a joint implementation system between basic local governments and various organizations has become the mainstream, with the 27 leading local governments leading the number of projects. The results of the projects were conceptualized by categorizing the collaboration with local governments into (1) exchange, (2) value discovery, (3) practical problem-solving, and (4) knowledge sharing, and the results were used to develop a set of outcome indicators for regional revitalization.
