Abstract
The purpose of this research is to clarify the process by which communality is established in heterogeneous and open-type local communities, rather than the traditional homogeneous and closed-type local communities, starting with the concept of communality in regional sociology. Therefore, in this study, we refer to people from outside the region who newly enter a specific region for a variety of reasons as newcomers, and focused on the process by which newcomers become established in the local community as agents that foster communality. As a result of verification based on data obtained from semi-structured interviews with newcomers working in Nishiaizu Town, Fukushima Prefecture, we found that the process of awareness and action by newcomers in the process of establishing communality, It has become clear that there has been a change in the region's acceptance of this.
