Abstract
Ensuring citizen's mobility is one of the most important issues of public transport planning, because some bus routes are abolished and the number of buses running is decreased according to increase car trips. In this situation, people without their own car, especially the elderly or the disabled, tend to be "Transportation Poor". However, local governments in Japan generally do not have much experience of bus service planning, and we need to show the basis of bus service levels and construct guidance of bus planning method.
In this paper, we tried to construct bus service standards with developing trip frequency models and modal split models. In addition, we also considered potential travel needs.
