Abstract
 In recent years, there has been growing concern about the large-scale and widespread nature of disasters. In particular, countermeasures against long-term waterlogging damage that occurs in urban areas with zones 0 m above sea level are an urgent issue. This study examines the feasibility of a two-area residential policy as a pre-disaster reconstruction measure to prepare for long-term waterlogging damage caused by large-scale disasters. Specifically, we conducted a questionnaire survey on two-region residential policy in a coastal urban area of Hyogo Prefecture where housing reconstruction is needed. The results revealed that employees, in particular, have high expectations for two-region residential policies.
