A Study on the Background of the Establishment of Budget Hotels and its Transformation with Overtourism

Abstract

This study clarified the process of the following transformation of Budget Hotels. 1) Before the classification of Budget Hotel was newly defined, Budget Hotel was developed as a public accommodation facility for workers. 2) The amendment of the Hotel Business Act in 1957 aimed at normalizing the Budget Hotels, entertainment facilities and minshuku which had been operating without any legal grounds. 3) There are no structural standards or minimum number of rooms for Budget Hotels like those for Inns and Hotels. Since the high economic growth period, new accommodation facilities such as business hotels, minshuku and guesthouses were accepted to promote the diversification of accommodation facilities. 4) While the number of minpaku was restrained during the overtourism period, the number of Budget Hotels increased rapidly and the character of business became stronger.
