Abstract
One of the most notable cultural policy initiatives in recent years has been the "European Capital of Culture "program, which is being implemented in the European region. Each year, one to three cities in Europe are awarded the title of "European Capital of Culture. The "European Capital of Culture" is a long-term development of urban cultural policies, and city-wide cultural events are held throughout the year. Cities that have been awarded the title have seen an effective impact on their economies and societies, as well as on tourism promotion through increased social visibility, and have attracted attention from within and outside Europe. This study examines the transformation of cultural policy in the EU, focusing on the objectives of the "European Capital of Culture" and the evolution of the selection of cities.
