Safety culture measurement has gained increasing attention across various industries. The safety culture maturity model has undergone several developments. The Indonesian Ministry of Energy and Mineral Resources (ESDM) introduced the Safety Maturity Level (SML) as a regulatory framework to assess mining safety performance. In response, Company X, a leading mining contractor in Indonesia, developed its own Safety Maturity Model (SMM), referencing international standards. This study proposes an integrative measurement approach to assess the organization’s safety culture by aligning the SMM with SML indicators. The SMM sub-variables and the SML item were aligned, and the SMM measurement was modified following the SML requirements. It was also measured by visual comparative analysis to ensure the SMM and SML interpretations of maturity level were on the same line. The results show that both systems align in progressive stages of maturity, enabling a more comprehensive safety culture evaluation. The alignment of both measurements provides a more comprehensive and systematic result of the safety culture maturity level. The development of the SMM integrated with SML aims to promote a positive safety culture.
