The latest Intelligent Transportation Systems (ITS), unlike early ones, are more interested in operation and maintenance for system reliability. ITS equipment might turn out to be replaced sometime deterioration and failure, it should be proper time for system reliability. This study proposed a Markov Decision Process (MDP) model for ITS equipment which is subject to the uncertainty of deterioration and failure. MDP model state is identified as the operated period of ITS devices, its actions are classified as 'keep' and 'replace'. Cost is defined as the expected cost per unit time associated with 'keep' and 'replace' actions. In order to evaluate this model, a case study was conducted to determine the replacement of 76 Variable Message Sign (VMS) operated on Seoul Expressway based on those failure records. Using the MDP model, this study is expected to contribute to efficient management of ITS equipment.
