Port Capacity Measurement and Demand-based Timetable Development for Cebu Ports: A Case Study

Abstract

This study is an application of the PAROLA software for the measurement of port capacity and utilization of the ports of Danao and Poro, as well as the development of vessel timetables based on the average hourly passenger demand of the Sta.Fe – Hagnaya route. The port capacities and utilization levels were determined per component, based on a holistic approach by Lagoudis and Rice (2011) and Salminen (2013). On the other hand, the timetables were produced based on the method presented by Ceder (2007). Results have shown that the existing components of Danao and Poro port are sufficient to serve the current demand. The RORO berth of Danao port is the most critical component, expected to experience congestion in around 10.57 years, if the demand growth rate is maintained. On the other hand, the Sta. Fe – Hagnaya route required one trip per hour to serve the passenger demand, with the trips in the Hagnaya to Sta. Fe direction shifted at a slightly earlier time. The PAROLA software was able to replicate the current timetables for the Sta.Fe – Hagnaya route, validating the models used in the software.
