Under the background of COVID-19 and the lockdown regime, China's transport industry was impacted by severe transport disruption, which significantly influences economic performance and CO2 emissions. This study focuses on 31 provinces in China as its research object. Firstly, the Data Envelopment Analysis was applied to study the changes in transportation infrastructure efficiency of three modes of transport, namely railway transport, road transport, and waterway transport, during the 10 years from 2014 to 2023, as well as the role of COVID-19 in them. Then, waterway transport, which has the highest total factor productivity, is targeted. Based on a model of CO2 emission, we proposed that CO2 emissions before and during COVID-19 be estimated. Through comparison and comprehensive analysis with other transportation indicators, the changes in CO2 emissions under COVID-19 and other factors affecting CO2 emissions were investigated to promote the efficient and sustainable development of the transportation industry.
