In Japan, population decline may soon lead to the closure of commercial facilities and public transportation, reducing residential convenience. Residents struggling with these changes may choose to relocate, further accelerating suburban hollowing. This study analyzes the relationship between residential service levels and relocation intentions using survey data. The results indicate that the withdrawal of unprofitable bus routes increases population decline in affected areas. By incorporating not only the maintenance but also the reorganization of bus routes within urban consolidation plans, certain measures were shown to effectively support suburban consolidation.
