Mangrove area in Thailand reduced by half from 370 thousand in 1961 to 170 thousand ha in 1993. The survey was conducted at Nakhong Si Thammarat in the southern Thailand to evaluate the mangrove reforestation project and to develop an evaluation system for the environmental projects executed by NGO. Project Design Matrix (PDM) was used for analysis. It was found out that, in order to plant mangrove seeds efficiently, availability of the land owned by shrimp aquaculturists was crucial. Wise management of newly planted mangrove is the key issue for the sustainable local resource management. The question ‘Whose mangrove?’ and its implication to the management of mangrove remained unclear.
