地域における漁協の意義

We approached a period of great change in Japanese fishery policies in 2018. Through its “reform of fishery policies,” the Fisheries Cooperatives Act was also reform. The Japanese Fisheries Cooperatives (JF) is a cooperative managing fisheries’ rights and playing a major role in marketing products and/or covering fisheries’ credit. JF also is an administrative subcontractor. This study examines JF’s significance in local communities through JF-implemented improvement of fishing ground environment and cross-sectoral cooperation. Thus, we have taken up the topic of the initiatives of Notsuke JF and Toba-Isobe JF.

Notsuke JF grapples with “fish-farming fisheries” with two noteworthy attempts:a tree planting campaign and the fishery management of Hokkai shrimp. These attempts have been forming natural landscapes within the community, which are tourist resources in the Notsuke JF area. Toba-Isobe JF is located in Toba City and a part of Shima City (former Isobe-cho), Mie Prefecture. Toba City is engaging in collaboration between fisheries and tourist trade;related achievements are progressing, one of which is the branding of fishery products and the expansion of regional consumption of the brand products through tourist trade. This can be evaluated as an initiative to construct regional economic cycles. Therefore, JF is an entity that provides fishery products as well as a regional economic entity developing natural landscapes in the region and is a starting point of regional economic cycles.
