Abstract

Public health centers play an important role in preventing health crises such as infectious diseases and preventing the spread of health damage. During the current COVID-19 pandemic, public health center operations are diverse, including patient hospitalization, specimen transportation, and active epidemiological surveys, and overtime work has become the norm for staff, creating extremely harsh working conditions. This has highlighted the vulnerability of public health center functions against infectious diseases, calling into question the very nature of public health centers. As the impact of cuts to public health centers is said to have become more apparent during the COVID-19 pandemic, we have considered the historical background to this and examined the effectiveness of Balanced Scorecard (BSC) in public health center operations.
