Abstract
This literature review examines how care managers conceptualize supporting the independence of elderly people with basic nursing care needs in order to facilitate their continued involvement in community life. The concept of independence is often considered central to the objectives of social welfare and its associated law and systems. Independence for the elderly refers to leading a high-quality, autonomous life, and the nursing care insurance system aims to support such independence. Previous studies, however, have suggested that monitoring systems have failed to adequately support the independence of elderly people with basic nursing care needs and prevent their health from deteriorating. It is, therefore, necessary to identify how care managers conceptualize supporting the independence of elderly people with basic nursing care needs and the actual state of their care plans. We conclude that research is needed to build more mutual relationships between care managers and service users and to support paradigms in which the user takes the initiative so that daily activities are carried out [together.]
