Abstract
In the journals of International Association of Project and Program Management, there are preceding studies about the importance and necessity of program approach in Japan’s ODA activities. JICA, the agency responsible for Japan’s ODA, also issues “JICA Project Management Handbook” and introduces how to deal with ODA programs. In this thesis, based on the preceding studies and JICA’s approaches, a method of universal and effective method of profiling of ODA programs, based on the effective application of logic model, is proposed by studying an actual ODA project in which the author is involved in Bangladesh. The procedure of program formulation is clarified and also the tips to increase the possibility of realization of the program are introduced. More concretely, feasibility of realization the program was increased by formulating the program in a technical cooperation project and giving it the status of national strategy.
