Abstract
Japanese society intends to respond to the aging with a declining birthratethat maintains the current quality of life while is getting more severe in the future. The society should be improved labor productivity through destruction and revival (i.e., innovation) of existing social systems, and be urgent to nurture innovators that support the change. Also, to cultivate innovators, the authors suppose that a new management framework is necessary to manage an education program by lean operation with agile decisions. In this paper, we discussed the previous innovation processes and proposed a management framework to realize the lean and agile program management for accomplishing innovation.
