In recent years, in innovation creation, Japanese companies are said to be lagging behind United States start-up companies such as GAFA. When incorporating the P2M method into new business and innovation, it is important how to set and operate targets for the 21st century type high diversifying P2M, Japanese companies take a lag in terms of their ideas. It is known that emphasis on education and knowledge of liberal arts such as philosophy, art, history, etc. are emphasized at emerging companies and well-known universities that have succeeded in United States. Therefore, after clarifying the relationship between liberal arts and P2M, it is proposed deployment methods and systems that take up liberal arts and show guidelines for uncertain 21st century Next P2M.

This paper first reviews the project & program management (P2M) concept and then argues that it is necessary to introduce a design theory if we are to manage projects in a way that helps to develop a sustainable social system. Broadly, there can be two types of project that require such management: agile development projects, which are executed while anticipating how customers will use the developed product, and social system development projects, in which the perception of value held by stakeholders varies widely. An agile development project uses three P2M models. It uses a scheme model to set the overall target. It then uses trial-and-error interactions between a system model and a service model to seek to increase the value for users, so taking a human-centric design approach. In a social system development project, stakeholders agree on a scenario using a scheme model, and the scenario is then modified as necessary as the project advances. It is important to provide a forum for communication among stakeholders when deciding how to modify the scenario by striking a balance between a system model and a service model. Forum is either a real or a virtual space where collaborative work for executing a program is carried out. It is proposed that a decision-making chart for projects that involve people with different perceptions of what constitutes ‘value’ is used in the forum. This paper also discusses how the advances in the internet of things (IoT) and artificial intelligence (AI) affect management work.

Agile software development is defined agile manifest in 2001. There are much discussions and application of development method. Agile software development is proposed as an alternative software development method from current waterfall software development. The cause of this trend is that waterfall process is difficult to adapt environmental change, because waterfall process expects no error in the previous process. On the other hand of software community, production industry develops products based on waterfall process. However, production industries cannot avoid effect of IT such as AI and IoT. Therefore, they may lose disruptive innovation without adapting flexible production process. In this paper, Agile P2M framework for flexible product development management for production industry is discussed and explain with an illustrative example.

According to P2M theory, ”program” is supposed to be formulated and implemented by the program manager under the mission given by the program owner. Meanwhile, Official Development Assistance (ODA) programs generally have various stakeholders, and the length of time required for the implementation and achievement of results is long, then the process of value creation has specific features. This research shows characteristics of the management organizational structure of the ”program approach” of ODA cases and the framework of the value realization process, through the preceding research and case analysis and then applies the program approach of P2M theory. As a result, the necessity of forming a ”collective mission” by many stakeholders and the conditions and methodology necessary for that are clarified.

However, various concerns about the global environment and society are rapidly rising, and companies are expected to contribute to society and profit while paying attention to environmental conservation. Here I would like to think about the role of P2M in sustainability management strategy

One of the solution methods for regional issues, recently drawing attention is cooperation between region, University and High school ”Community and University collaboration”. There are barriers represented by words such as ”vertical division administration” and ”rigidity” to solve regional issues, and projects and programs need to be properly managed. In particular, how to deal with ambiguity, extensibility, complexity, uncertainty at the program level, how to make profiling management function in both project and program is an important issue. Among these problems, we will analyze how ” Community and University collaboration ”should be utilized from the cases in the past 10 years at the Waseda University Center for Environmental Research.

The collaborative industry-academia research program “W-BRIDGE” is a mission to design, implement, and develop environmental action models that solve regional problems might be solved by coordinating universities, companies, and consumers. To build a model to promote social dissemination of various environmental activity projects, P2M-based management needs to be properly performed by the PO: Program Officer in such a way that it must include compliance, fairness, and transparency due to social demands. Based on these factors, the function of the PO in improving each project on the premise of a public offering, intervention during research, support for utilization of results after the research period, etc., is clearly evident from the case analysis of 124 projects over the past 10 years.

Progress in digitalization, such as the widespread use of the Internet and smartphones, is compelling major newspaper media to change their organizational structure. Readers now have access to a wide variety of ways to receive news. Newspaper reporters need to have not only the ability to write articles of value to readers but also the skills to transmit information to the digital space. This paper focuses on the ability and skills that newspaper reporters are required to have in the digitalization era, which form some of the main issues for newspaper media in considering their organizational reforms. The author has used the mission profiling method of the project & program management (P2M) concept and interviewed five media journalists and editors who progressed to their current positions from being newspaper reporters. It has been found that, as their contact points with customers have become more diverse, it has become more important than ever for journalists and editors to gain the empathy and support of readers and to develop communication channels with them. Based on the results of the interviews, this paper identifies requirements for the reform programs of newspaper corporations..

One of the major obstacles the EPC companies are facing is the making of a feasible catch-up plan that can mobilize sufficient additional manpower in the event of project delay. On the other hand, in the mega-project in the US, delays caused by insufficient workforce and performance is confirming. Society5.0 is being emphasized these days, and resource management using ‘Artificial Intelligence (AI)’ and ‘Information and Communication Technology (ICT)’ has shown remarkable development. Various management tools have already been developed by EPC companies and applied to on-going projects. The networking technology surrounding ‘Internet of Things, Data, Services, Human Resource’ will transform the future of the engineering firm. To overcome this obstacle the authors has developed a data logging methodology that can acquire accurate workforce location data by digital transformation program. In this result, EPC companies will accumulate and analyze real-time data through our concept

In this study, authors suggest a model managing the risk by portfolio using 3S model (scheme, system, service) of P2M as process management technique of the project risk. We analyze a risk from a viewpoint of the whole project by managing the risk by portfolio. In this study, authors consider a process of the risk management to bring the correspondence to risk appetite as the whole project close to the most suitable state not the correspondence for the individual risk.

P2M theory deals with mission-critical business activities, and in the course of the assessment, it carries out a series of flows such as Corporate strategy, Business strategy, Program creation, Program execution. In this paper, assuming that team management of FC (Football Club) management would be the mission-critical job, and P2M using BMC (Business Model Canvas) is evaluated. Specifically, when doing mission profiling in program integration management of P2M, the nine constituent elements of BMC evalu-ate whether it is effective for extracting KPI etc. and creating model of FC management as compared with the conventional method. However, it is difficult to conclude that BMC in P2M is useful only in this re-search, further evaluation would be advanced through Sports managements.

Since around 2000, M & A has been adopted as a means of business restructuring, diversification, and business succession of management of Japanese companies, and is now established as a part of corporate strategy. From the point of view of P2M, M & A is a program management of business investment from the standpoint of a buyer. But even if a buyer has a willingness to invest, it will neither be established unless there is a seller who wishes to sell nor be established unless the buyer agrees. Although it will be terminated for a seller when the sale is completed, for a buyer, it will not be completed since management is needed to create value after the acquisition. In that sense, M&A program management is different from normal program management in terms of approach and risk. Here, I describe the approach of program management based on the position of a buyer who is the owner (investor) defined by P2M while clarifying the features of such an M & A.
