The creation of new businesses by local residents in recent rural areas has been attracting attention as creating jobs, encouraging local residents to participate in regional projects, and contributing to the solution of social problems in the region. However, there is no established law on the process of creating ideas for new business ideas and forming programs that embody and implement ideas.
