The oligopoly advances in the IT industry -major 3 companies accept orders of a little over 70% of the total ordering amount. To ensure stable orders, improve the profits, and keep the business running in such an environment, the management technique which does not make projects in the red is necessary. While the ratio of the off shore development rises, many of projects which medium size or small size SIs can accept are small projects of remodeling or the revision of the systems, which have complicated specifications and short delivery dates. The structure which raises the profitability of the project with low success probability and manages QCD correctly by saving various knowledge provided from the project management and utilizing it is necessary.
