Abstract
Over 20 years have passed since the introduction of private sector vitality represented by PFI and PPP with the main purpose of improving efficiency and reducing the financial burden as the population declines and the super-aging population progresses. These public-private partnership efforts have mainly focused on collaboration between the public (administrative) and the private sector (business). On the other hand, in order to ensure publicity, it is essential to take into account the perspective of citizen participation, which is the recipient of public services. In this study, we confirmed the issue of public decision-making power in ensuring publicity and the meaning of citizen participation (understanding customer needs), and categorized and analyzed the business process of public-private partnership cases from the viewpoint of citizen participation.
