Abstract
In the standardization of SDGs, there is an increasing need to operate vertically divided social problem solving support measures in an integrated manner. In particular, there is a need to model specific methods of program management for integrated operation. In this study, we analyzed and modeled examples of social problem solving support using P2M theory. After that, we investigated and modeled the causes of failure in improving the performance and value of the entire program and project, which arise from the proto-language related to the setting and evaluation of outcome goals. As a result, in the social problem solution support measures, it is a prerequisite for program project execution ability and value improvement that the relationship between outcome goal setting, integrated management, and 3S model is stably maintained. In addition, the integrated operation of multiple projects by PO will be a facilitating factor. It became clear that most of the failure cases (cases of failure in achieving the expected outcomes, expanding business value, etc.) lack awareness of overall optimization on the project side.
