Abstract
What is important in carrying out the software process improvement activity is that the organization constructs the promotion system of the process improvement activity of the whole company and develops it to each department to maintain and improve the value of the software. On the other hand, there are some problems that occur in the execution of software process improvement activities, such as not knowing how to construct the promotion activities, not knowing how to utilize the cases of the promotion activities according to the organization's environment. Then, authors got the idea of improvement measures for those problems from the framework of P2M which manages programs and projects companywide. In this paper, we propose a framework for promoting process improvement activities using P2M.
