Abstract
Eleven years have passed since the Great East Japan Earthquake. However, we still cannot see the region's future image based on the residents' consensus in Fukushima. The many projects of Fukushima reconstruction remain in the conventional problem-solving formula because the mission of the extensive program is still unclear. It is essential that stakeholder and communication management function effectively to clarify the mission of the Fukushima reconstruction program. Based on this point, this research proposed a method of managing communication with stakeholders. As a result of applying the method we developed, the participating stakeholders improved their communication skills, effectively functioning the stakeholder and communication management.
