Abstract
The carbon neutrality policy toward 2050 is a huge national project in Japan. We actually participated in the carbon neutrality policy formulation process of a municipality in a mountainous region, where there are abundant renewable energy resources, and investigated the actual amount of renewable energy available and energy consumption in the region to become carbon neutral. We found that there were issues with value indicators as a management challenge in trying to achieve carbon neutrality. Based on international commitments and national policies, we will discuss strategies to solve these issues in the region.
